Located along the Baltic Sea, Latvia has huge potential to harness offshore wind. Aiming to obtain 60% of its power from renewable resources by 2030 [1], Latvia is making substantial progress toward a sustainable and resilient energy future. Here’s how offshore wind is shaping this vision.
The ELWIND project: A cross-border renewable initiative
Central to Latvia’s offshore wind vision is the joint Latvian-Estonian ‘ELWIND’ project, which hopes to support energy independence. This initiative aims to develop an offshore wind farm along the Baltic coast between Liepaja and Ventspils [2]. The Latvian side of the project alone, projected to have up to 1,000 MW capacity [3], is designed to meet the rising regional demand for renewable energy. The project’s environmental assessments and research studies are underway, with a 2026 tender set to determine developers. Expected to begin construction in 2028 [4], the ELWIND project is an important step in Latvia’s renewable energy goals.
Van Oord’s investment in offshore infrastructure
To make offshore wind development possible, Latvia is addressing gaps in infrastructure. The Dutch marine contractor Van Oord has committed to building a large-scale offshore wind support base and oversized cargo terminal at the Port of Liepaja [5]. This project, scheduled to begin construction in 2026 [6], will supply essential facilities for offshore installations, from cargo handling to wind farm support operations. The base, which will be operational by 2027 [7], will position Latvia as a key hub for wind energy infrastructure in the Baltic, attracting foreign investment and boosting regional economic development.
Overcoming regulatory challenges
Latvia faces regulatory hurdles in offshore wind development. The Ministry of Climate and Energy has yet to finalise an auction design for offshore wind licenses, creating uncertainties for potential investors [8]. Other questions around grid capacity and environmental impact highlight the need for strategic planning. To streamline processes and create a clear regulatory framework that encourages investment and infrastructure growth a coordinated approach will be key.
